Russia to the UAE vs Russia to Singapore: The Tax Mechanics of Two Relocation Routes

The choice between the UAE and Singapore is rarely settled by a tax rate. Both routes exit Russian tax residence on the same day count, both grant a lawful status, both accept capital of Russian origin. The difference shows up over three to five years: where the family lives, where the operating company sits, which banks carry the payments, and what happens to the structure when the next compliance cycle tightens.

Seven criteria decide it: personal tax, the tail of Russian obligations, bank onboarding, the speed and price of status, the cost of substance for a company, the depth of the professional services market, and family infrastructure. Concept

The first fork is what actually moves. Someone with active income and no corporate structures is solving for personal tax and a residence permit. A group owner is solving two problems at once: where the beneficial owner becomes resident and where the holding company sits. A family with school-age children and capital under management adds a third dimension — access to banks, trusts and schools.

The UAE wins on personal tax and the speed of status. Singapore wins on the depth of the financial market, the quality of the law, and how the structure reads to a European or American counterparty.

The UAE Route: Where the Zero Ends

The UAE levies no personal income tax, and that covers salary, dividends and personal investment income. Corporate tax is 9% on profit above AED 375,000. The zero inside a free zone rests on Qualifying Free Zone Person status, and that is where the fine mechanics begin.

QFZP requires every condition of Article 18 of Federal Decree-Law No. 47 of 2022 to hold at once:

  • adequate substance in the zone;
  • arm's length pricing with transfer-pricing documentation;
  • audited financial statements;
  • no election into the 9% regime;
  • qualifying income.

The de minimis sits in Cabinet Decision No. 100 of 2023: non-qualifying revenue must not exceed the lower of 5% of total revenue or AED 5,000,000. A breach costs the status for the tax period of the breach and the four that follow, and the whole profit falls to 9%.

Ministerial Decision No. 229 of 2025 rewrote the lists of Qualifying and Excluded Activities. The point that matters for a Russian founder: transactions with natural persons remain an Excluded Activity, except transactions relating to the Qualifying Activities in paragraphs (e), (g), (h) and (k) of Clause 1. Consulting for private clients, course sales and retail services generate revenue at 9% and consume the de minimis at the same time. The free zone stops delivering a zero precisely where the business serves people.

Companies with revenue up to AED 3 million elect Small Business Relief and report zero taxable income in the return. Individual status is most often taken through the renewable ten-year Golden Visa on real estate from AED 2 million; the full jurisdiction map sits at UAE, and the Cabinet Decision 85/2022 tests at UAE tax residency.

The Singapore Route: The Price of Depth

Singapore taxes a resident progressively, with a top marginal rate of 24% on income above S$1 million from YA 2024. Capital gains are untaxed, though systematic trading is recharacterised as business income and lands on the ordinary scale. The corporate rate is 17%.

Entry usually runs through two passes. The Employment Pass requires a qualifying salary that rises with the candidate's age and differs by sector.

Stage two is 40 COMPASS points, weighted on salary against the market benchmark, qualifications, the nationality mix of the workforce and the employer's share of local staff.

That last threshold filters out mid-sized owner companies.

The treaty line is broken: Singapore is item 36 of Decree 585, the distributive articles of the DTT are suspended, withholding relief does not operate, while the tie-breaker and information exchange survive. Singapore's formal Russia perimeter is narrow. MAS Notice SNR-N01, issued 30 June 2025 and last revised 26 February 2026, bars financial institutions from dealing with four designated banks — VTB, Vnesheconombank, Promsvyazbank and Bank Rossiya, from financing the Russian government and the Bank of Russia, and from facilitating circumvention through digital payment tokens. The notice imposes nothing by reference to nationality or residence: refusals against Russian passports come from an individual bank's risk appetite, and a second residence with a real address removes most of the friction.

The Russian Side: What Follows the Person

The exit is identical on both routes: 183 calendar days within 12 consecutive months under Article 207(2) of the Tax Code of the Russian Federation. The final status for a tax period is settled on the calendar year (Article 216), so residence is lost for the whole year. The counting traps are covered in loss of Russian tax residency.

CFC obligations outlast the exit. From the 2025 tax period the fixed profit scales with the number of controlled companies (Article 227.2 of the Tax Code, as amended by Federal Law No. 176-FZ of 12 July 2024).

The regime binds for no fewer than five consecutive tax periods, and moving abroad does not reset that clock — a controlling person who returns to residence inside the window finishes the game on the old terms.

Automatic exchange runs on the list approved by FNS Order No. ЕД-7-17/883@ of 14 October 2025. Bermuda, the British Virgin Islands, Gibraltar and the Turks and Caicos came off it; Kenya, Moldova, Mongolia, Papua New Guinea, Senegal, Thailand, Trinidad and Tobago and Uganda went on. Typical Decision Profiles

A solo founder with crypto or trading income takes the UAE. Personal tax is zero, status assembles in weeks, an account opens against the residence permit, and the corporate wrapper is either unnecessary or sits inside Small Business Relief. The weak point is secondary-sanctions risk among Emirati counterparties and the volatility of bank policy.

A family with clean capital from $20 million, school-age children and a succession horizon takes Singapore. The 24% on the top slice of income buys access to private banking, English trust law, fund regimes and schools, and a European counterparty sees a jurisdiction it recognises. The weak point is the cost of substance and a long onboarding.

The hybrid puts life and the operating company in the UAE and the holding, trust or fund in Singapore. It works on two conditions: the Singapore leg carries real substance with a resident director and an audit, and the payment rails are duplicated across several booking centres. Which status is faster, Emirati or Singaporean?

A Golden Visa on completed property assembles in weeks and does not depend on an employer. The Employment Pass is tied to a sponsor and its COMPASS profile, and the ONE Pass requires a salary history of S$30,000 a month over 12 months. On speed the UAE wins almost always; on resilience to a change of job the ONE Pass wins.

Can you live in the UAE and keep the company in Singapore?

Yes, and it is a common pairing. The constraint is the place of effective management: a Singapore company actually run from Dubai risks losing Singapore tax residence and its certificate of residence, and with them the treaty benefits against third countries. A board that meets in Singapore and a local director with real authority close the point.

How real is a bank refusal over a Russian passport?

There is no formal ban in either the UAE or Singapore, and practice varies by bank and shifts within a year. Three things work: a second residence with an address and utility bills, a documented source of wealth covering the period before 2022, and no listed person anywhere in the ownership chain.

What happens to CFCs after the move?

The duty to file notifications and pay tax on CFC profit ends with Russian residence, though the filings for the final year of residence remain. Where a fixed-profit election was made before departure, the five-year minimum survives, and a return to residence inside that window revives the obligation on the old terms.

Is a third jurisdiction worth considering?
