Overview
Payoneer — public fintech group, headquartered in New York, listed on NASDAQ (ticker PAYO, IPO June 2021 via SPAC merger with FTAC Olympus). Founded 2005. In 2025 it processed US$87.5 billion in payment volume and passed US$1 billion of annual revenue for the first time; customer funds under management stood at US$7.9 billion at year-end. It serves millions of clients across 190+ countries and territories. In Q1 2026 total payment volume rose 16% year-on-year to US$22.8 billion and the B2B segment grew 44% — the historical marketplace focus is steadily giving way to business-to-business settlement. In January 2026 Payoneer acquired the Irish employer-of-record platform Boundless (about US$13 million), deepening its workforce line after the 2024 purchase of Skuad. In May 2026 Upwork extended its 15-year partnership, keeping Payoneer as the primary wallet and Direct to Local Bank channel; the two are piloting stablecoin payouts.
Regulation
Licensing framework
Payoneer — the only major EMI in this segment that is a NASDAQ-listed public company (PAYO). This provides two tiers of regulation: US securities supervision by SEC at corporate level and payment licenses in key jurisdictions:
- US — FinCEN MSB registration + Money Transmitter Licences by state;
- EU — Electronic Money Institution via Payoneer Europe (Ireland) under the Central Bank of Ireland;
- UK — Electronic Money Institution under the FCA;
- Hong Kong — Money Service Operator;
- Japan — Funds Transfer Service Provider;
- Singapore — Major Payment Institution under MAS.
NASDAQ listing as product axis
Public status — not just prestige. Payoneer must publish quarterly SEC filings (10-Q, 10-K), providing transparency on volume, ARPU, take rate. For marketplace partners like Amazon and Upwork this is critical: they integrate payouts only with providers whose financial stability can be verified. This explains why Payoneer has held first place in pre-installed payout lists on major marketplaces for decades.
Pivot from marketplace to B2B
Q1 2026 dynamics (+44% B2B vs +16% total volume) — strategic shift. Marketplace segment stagnating on low take rates; B2B payments deliver higher unit economics. Acquisition of Boundless Technologies in January 2026 — part of this pivot: global employer-of-record platform for cross-border hiring expands Payoneer from pure payments to workforce operations.
Russian clients
Payoneer ceased accepting payments within Russia in 2022 following sanctions. Residents of Russia with an active business in the country — declined.

Q&A
How does Payoneer differ from Airwallex, Wise and Statrys
Payoneer wins on marketplace receivables through direct integrations with Amazon, Upwork, Fiverr and AliExpress. Wise — better for freelancers with bank transfers. Airwallex — more products, acquiring, multi-entity treasury. Statrys — Asian B2B with DBS custodianship.
Is FX on Payoneer competitive
On large conversions typically worse than Wise and Airwallex. For marketplace receivables of 1–10 thousand per month the difference is marginal. For B2B operations from $50,000 per month it is better to look at Wise or Airwallex for conversion.
Does Payoneer accept Russians
Residents of Russia — declined. A UBO with a residency permit or citizenship outside the sanctioned jurisdictions and without Russian counterparties is considered case-by-case.
What is Capital Advance
Credit against future marketplace receivables. The credit decision is based on payment history on Payoneer. Used as working capital for Amazon FBA sellers and SaaS startups.
Does it file CRS and FATCA reports
Yes. Payoneer, as a regulated EMI in CRS-participating jurisdictions, files the corresponding reports. FATCA reporting is standard for US operations.
