Concept

The Private Banking Department (私人银行部) is a separately licensed dedicated unit of Industrial and Commercial Bank of China (ICBC), headquartered in Shanghai — the first institution in China approved by the regulator to conduct private banking (2008). The ICBC group is the world's largest bank by total assets: RMB 53.48 trillion at end-2025 (+9.5%), with FY2025 net profit of RMB 370.77 billion. The declared client core is entrepreneurs: about 70% of clients, over 90% of them private and SME owners, as reported in the PB head interview of March 2025.

History and evolution

  • 1 January 1984 — ICBC founded from PBOC's commercial banking operations.
  • 27 October 2006 — simultaneous HKEX and SSE IPO raising US$ 21.9 billion, the world's largest at the time.
  • 27 March 2008 — China's first regulatory approval for private banking; the unit was incorporated on 14 May 2008.
  • 2013 — offshore Private Banking Hub opened in Singapore.
  • End-2015 — 62,000 PB clients, AUM above RMB 1 trillion.
  • April 2020 — industry-first family trust comprehensive advisory service.
  • 20 March 2025 — "Gongyin Chuan Cheng Jia" family-services brand launched.
  • 29 December 2025 — Shanghai NFRA approved Zheng Yuntao as head of the PB Department.

Regulation

Onshore activity is supervised by the National Financial Regulation Administration (NFRA) and the People's Bank of China (PBOC); ICBC Ltd is listed in Shanghai and Hong Kong. Compliance context: on 19 January 2024 the NYDFS fined ICBC's New York branch US$ 30 million (BSA/AML and OFAC-sanctions failures, 2018–2022) and the Federal Reserve fined it about US$ 2.4 million (unauthorised disclosure of confidential supervisory information); the branch is wholesale, not private banking. In April 2025 Shanghai NFRA imposed a lifetime industry ban on a former head of the PB Department's product and investment divisions (WMP funds placed in high-risk products without independent due diligence), according to official information. In December 2025 the PBOC imposed a RMB 39.615 million fine plus RMB 4.346 million confiscation for AML and customer-identification violations (pre-2023 issues; the bank says remediated). In January 2021 the CBIRC fined ICBC RMB 54.7 million, mostly for wealth-management violations.

Source of wealth

The declared core source of funds is private business: business owners account for roughly 70% of the client base. Adjacent segments are senior executives, scientists (added as a key target segment in 2025) and multi-generational business families.

Who it serves

Onshore ICBC private banking is practically inaccessible to non-resident foreigners: account opening requires physical presence in mainland China, a long-stay visa or residence permit, a registered local address and a Chinese mobile number, and FX purchases are capped at US$ 50,000 per person per year (SAFE). The realistic offshore routes are ICBC (Asia) Private Bank in Hong Kong and the Singapore Private Banking Hub, both positioned primarily for China-linked wealth.

Services

Advisory and asset allocation across deposits, wealth-management products (via ICBC Wealth Management), funds, insurance, bonds and precious metals. Onshore discretionary portfolio management is not offered — Chinese commercial banks cannot run discretionary mandates onshore; DPM is available at the Singapore hub. Credit solutions: asset-pledge loans, offshore insurance premium financing, onshore entrepreneur loans. The family trust comprehensive advisory service (launched April 2020, an industry first; ICBC PB acts as lead coordinator with trust companies) reached an entrusted scale of RMB 29.18 billion by mid-2023, +46% YoY. The "Gongyin Chuan Cheng Jia" family-services brand (20 March 2025) covers wealth management, enterprise equity governance, family governance, philanthropy (including China's first DAF-model charitable trusts) and family-culture succession, with 100+ signed partners.

Strengths

The scale of the world's largest bank and China's largest private-banking practice: 289,000 PB clients and RMB 3.47 trillion in PB AUM at 31 December 2024 (+9.9% and +13.2% YoY). These are the latest official figures: from its 2025 reporting ICBC — like all big four state banks — stopped disclosing PB client counts and AUM. Industry firsts: the first PB licence (2008), the first family trust advisory service (2020), China's first DAF-model charitable trusts. Deep entrepreneur specialisation integrated with the group's corporate banking; total personal financial AUM (all retail) is RMB 25.37 trillion.

Where it falls short

Non-residents without strong mainland ties — the onshore format is effectively closed, and the offshore arms are oriented to China-linked wealth. Investors seeking onshore discretionary management — unavailable at any Chinese commercial bank. Anyone expecting investment products to be insured: only deposits are protected, capped at RMB 500,000.

ICBC Private Banking is the benchmark of Chinese private banking — state-owned scale, industry-first licences and an entrepreneur clientele; its constraints are the end of public PB disclosure since 2025 and the practical inaccessibility of the onshore format for non-residents.

Q/A

What is the entry threshold for ICBC Private Banking?

Monthly-average financial assets of at least RMB 8 million; clients with RMB 6–8 million are admitted by invitation or with special status, according to published reports. The regulatory floor is net financial assets of RMB 6 million (CBRC measures, in force since 1 January 2012).

Does ICBC disclose its private-banking figures?

No. The latest official data are 289,000 clients and RMB 3.47 trillion in AUM at 31 December 2024. From its 2025 reporting ICBC — like all big four state banks — stopped disclosing the unit's client count and AUM.

Are client funds insured?

Deposits are covered up to RMB 500,000 per depositor per institution (principal and interest combined) under the Deposit Insurance Regulation effective 1 May 2015. Wealth-management products, funds and trust products are not covered.

Can a non-resident foreigner become a client?

Onshore, practically no: opening an account requires physical presence in mainland China, a long-stay visa or residence permit, a local address and a Chinese mobile number. Realistic options are ICBC (Asia) Private Bank in Hong Kong and the Singapore Private Banking Hub.

Is discretionary portfolio management available?

Not onshore: Chinese commercial banks cannot run discretionary mandates there. DPM is offered at the group's Singapore Private Banking Hub.
