Fusion Bank: Tencent-backed virtual bank in Hong Kong for WeChat ecosystem

Concept

Fusion Bank is a Hong Kong virtual bank licensed by HKMA. A joint venture of Tencent Holdings, ICBC Asia, Hong Kong Exchanges and Clearing (HKEX), and Hillhouse Capital. Launched in December 2020 — the last of eight HKMA virtual banks. The first HK virtual bank to integrate WeChat Pay HK at launch. Key integration — WeChat Pay HK and the Tencent payment ecosystem. Deposits are insured by HK DPS up to HK$800,000.

Fusion operates within the WeChat ecosystem: accepting WeChat Pay HK from merchants, integration with WeChat Mini Programs. Accounts with no opening fees and no minimum balance, supporting HKD/CNY/USD for savings and time deposits. In January 2025, it partnered with WeBank Technology Services (mainland China's first digital bank) to expand cross-border capabilities. Corporate accounts are opened only for Hong Kong companies with single-tier ownership structure, where representatives and UBOs hold HKID and a personal Fusion account.

Use cases

Hong Kong company accepting WeChat Pay HK from merchants. Direct integration with WeChat Pay HK and mainland WeChat rails. Merchant discount rate (MDR) is lower than traditional acquirers.

CNY transfers to mainland China via Tencent rails. Competes with Ant Bank and livi in this direction, through its correspondent network (WeChat/ICBC).

Integration with WeChat Mini Programs. Tencent ecosystem solutions for business.

Personal banking with multi-currency wallet and debit card.

Who Fusion is not suitable for

  • Business without China connection and without WeChat Pay — ZA, livi, Airstar are more universal.
  • Large international SWIFT operations outside China — HSBC HK, Standard Chartered HK.
  • Non-residents of Hong Kong without local address — strict KYC.
