The 2022 reform rebuilt the mechanics of obtaining status, and in 2026 investor tracks were added, but the essence is unchanged: foreign income is not taxed here, the entry threshold is among the lowest in Latin America, and Paraguay's Mercosur membership adds regional mobility. Below: both routes to status, the tax logic, and the limit of that ease. ## 2022 Reform: What Changed Until recently, permanent status was granted almost on the spot against a bank "deposit" of about 5,000 USD. Law 6984/2022 (in force since October 2022) introduced a two-tier model: first temporary residence for up to two years with the right to renew, and only after it — permanent. Temporary status no longer requires proof of income, an investment, or a deposit; at the same time it immediately grants a cédula — the local ID card — and access to a bank account. The conversion to permanent status is filed within the 90 days before the temporary one expires. The formal threshold fell, but the path to permanent residence stretched out over time. ## Investor Route Investors have a shortcut. A holder of the Constancia de Inversionista Extranjero (CIE), issued by SUACE under the Ministry of Industry and Commerce, skips the two-year temporary stage and goes straight to permanent residence through the migration authority. Resolución No. 0283 of 21 April 2026 consolidated four tracks under a single CIE. The base, productive track remains: from 70,000 USD into a Paraguayan company with a business plan and the creation of at least five jobs, with the capital contributed over the course of the plan rather than all at once. The most notable 2026 change concerns real estate: with a notarised contract, a CIE can be filed after paying just 30% of the declared amount (60,000 of 200,000 USD), with the balance contributed during construction. ## Taxes: 0% on Foreign Income The tax system is territorial: foreign income — dividends, interest, capital gains, pensions, earnings from remote services performed abroad — is not taxed. Local income is taxed moderately: IRP for individuals at a rate of up to 10%, corporate tax and VAT at the same 10%; there are no wealth, inheritance, or gift taxes. There is no minimum-stay rule: once you hold residence and a RUC tax number (issued by the tax authority [DNIT](https://www.dnit.gov.py/)), you are formally a tax resident — the basis being your center of vital interests in the country. > 💡 This ease is exactly where the main risk lies. The Constitution allows naturalization after three years of permanent residence: for the investor track, which grants permanent status immediately, that is about three years; for the standard track it takes longer, since two years of temporary status come first (the exact count should be verified for your situation).
