But 2024–2026 became the program's stress test: an explosive surge of applications crushed the timelines, Britain withdrew visa-free access, and ratification of the regional regulator stalled over an election. St Lucia today offers the best options in the worst operational shape. ## Investment Options Three working routes plus a formal fourth. The non-refundable contribution to the **National Economic Fund (NEF)** — from **US$240,000**, covering the applicant and up to three dependants; beyond that, a tariff applies — spouse +$35,000, child under 18 +$10,000, adult dependant +$20,000. Real estate — from **$300,000** in an approved project with a five-year hold plus an administrative fee. The unique option is the **National Action Bond**: a non-interest-bearing government bond of **$300,000** regardless of family size, held five years with the principal returned, plus a non-refundable administrative fee of **$50,000** — the only route in the region where the main sum comes back. A business option formally exists ($3.5m + 3 jobs) but is unused in practice. ## Fees and the All-In Cost Due diligence — $8,000 for the main applicant and $5,000 per person 16+; government and processing fees — around $4,100 for a single applicant; passport ~$250. All-in, a single NEF applicant lands at roughly **$250,000**, a family of four — about **$268,000**. The bond route for a family: $300,000 refundable + the $50,000 fee + DD and charges — an effective cost after redemption of ≈$65,000–75,000, plus five years of frozen, interest-free capital. ## Family Spouse, children under 21 (financially dependent — in practice up to 30; disabled children without an age cap), parents 55+ supported by the applicant, and minor siblings (under 18, with guardians' consent). Citizenship is inherited; future children qualify for the passport. ## Process and 2026 Timelines The interview is mandatory for everyone 16+ — remote, via a firm appointed by the program; due diligence takes about three months and covers source of funds and biography. The official processing benchmark is 90 days, but the 2026 reality differs: after the FY2024 surge (5,642 applications, +424% year-on-year) the program accumulated the region's worst queue — an industry-measured average of **about 18 months** from filing to passport, up to 26 in some cases. The new CEO promises to double throughput; for now, plan on a year and a half. There is no residence requirement — the 30-day presence minimum sits in draft regulations for late 2026 and will arrive with the regional rules. > ⚙️ St Lucia is the very reason the regional regulator ECCIRA is still not live: the September 2025 agreement enters into force 30 days after the fifth ratification, and that one was derailed by the December 2025 snap election. Until parliament votes, neither the common standards nor the 30-day presence requirement apply — here or at the neighbours'. ## Mobility: the UK Blow The St Lucian passport ranks 29th in the Henley 2026 index with about **145 destinations**: Schengen (with ETIAS from late 2026), Singapore, Hong Kong, most of Latin America, Russia. But from **5 March 2026 the United Kingdom imposed a visa regime** — citing precisely the CBI program's risks. St Lucia became the only one of the five without UK access (Dominica lost it back in 2023); the government promises a "diplomatic fight", but as of this update a visa is required. There is no China access.
